Viscount of Penrith [-əv 'penrɪθ] (seit 1983), britischer Politiker, * Edinburgh 28. 6. 1918; Gutsbesitzer, 1955-83 Abgeordneter der Konservativen im Unterhaus, 1964-70 Chief Whip der Opposition, 1970-72 Lordpräsident des Privy Council und Führer des Unterhauses. Nach der Übernahme der Regierungsgewalt in Nordirland durch die britische Regierung war Whitelaw 1972/73 Nordirlandminister; seine auf Ausgleich zwischen Protestanten und Katholiken gerichtete Politik führte zur Ausarbeitung eines Verfassungs-Modells auf der Basis gemeinsamer Regierungsverantwortung; 1973/74 Arbeitsminister. Ab 1974 Vorsitzender der Parteiorganisation, unterlag er im Februar 1975 Margaret Thatcher bei der Neuwahl des Parteiführers; danach bis 1991 stellvertretender Führer der Konservativen Partei. 1979-83 Innenminister; 1983-88 Lordpräsident des Privy Council und Führer des Oberhauses.
